Ir. Norafizal Mat Saad

Ir. Norafizal Mat Saad is the Vice President, Group Strategic Relations & Communications (GSRC) at PETRONAS. He also serves as Chairman of Dewan Filharmonik PETRONAS (DFP), including the Malaysia Philharmonic Orchestra (MPO), and as a Board member of Malaysian Refining Company Sdn. Bhd. (MRCSB) and PETRONAS Penapisan (Melaka) Sdn. Bhd. (PP(M)SB).

With over 30 years of leadership experience at PETRONAS, Ir. Norafizal has built a diverse career spanning project delivery, asset management, international operations and corporate strategy. He has held senior leadership roles in Malaysia and across multiple international markets, including Iraq, Sudan, Myanmar, Indonesia, Mauritania, Chad, Cameroon, Algeria, Azerbaijan, Argentina and Australia, encompassing major onshore and offshore developments, portfolio optimisation and non-operated ventures.

He has also served in various directorship and governance capacities within the PETRONAS Group and its joint ventures, including PETRONAS Carigali Iraq Limited, PETRONAS Carigali Overseas Sdn. Bhd., PETRONAS Azerbaijan (Shah Deniz) S.a.r.l., PETRONAS South Caucasus S.a.r.l., as well as pipeline and operating entities such as Tchad Oil Transportation Company (TOTCO) S.A., Cameroon Oil Transportation Company (COTCO) S.A., Doba Pipeline Investment Inc., Greater Nile Petroleum Operating Ltd. (GNPOC) and Petrodar Operating Co. Ltd. (PDOC). He has also held board roles within PETRONAS’ regional and functional entities in Chad and Labuan.

As a Trustee, he contributes to reinforcing Yayasan PETRONAS’ role as a trusted platform for sustainable nation-building, guided by sound governance, strategic clarity and principled leadership.

Ir. Norafizal holds a Bachelor’s degree in Electrical and Electronics Engineering from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom. He is a registered Professional Engineer and a Corporate Member of both the Board of Engineers Malaysia (BEM) and the Institution of Engineers Malaysia (IEM), and completed the Advanced Management Program (AMP) at Harvard Business School in 2023.
