Community-Based Disaster Risk Management (CBDRM)

Under Yayasan PETRONAS’ Planting Tomorrow Climate Resilience Programme, the Community-Based Disaster Risk Management (CBDRM) initiative seeks to strengthen community resilience to disaster risks. We invite experienced and credible implementation partners to submit proposals for its design and implementation.

Project Overview

The Community-Based Disaster Risk Management (CBDRM) Initiative aims to empower communities to anticipate, prepare for, and respond to disaster risks in a sustainable and inclusive manner. Yayasan PETRONAS (YP) has been actively involved in disaster response and preparedness efforts, including pre- disaster initiatives focused on strengthening community resilience against climate change impacts.

The CBDRM Programme aims to equip vulnerable communities with the appropriate tools, knowledge, and support to become key agents of change that would achieve the following objectives:

  1. To strengthen community preparedness and adaptive capacity through training, awareness, and local preparedness with integration of appropriate tools such as early warning system (EWS), grab bags / 72-hour kits etc.
  2. To support communities in identifying, assessing, and mapping local risks such as community‑based hazard mapping and participatory risk assessments.
  3. To empower communities to lead and sustain disaster risk management efforts through the establishment of local structures, action plans, and multi‑stakeholder collaboration.

Through this initiative, YP aims to create resilient communities that are equipped with the knowledge, skills, resources, and institutional support required to effectively manage disaster risks and adapt to the growing impacts of climate change, while contributing to broader environmental sustainability and community well-being.

Who is Eligible to Apply?

Applying organisations would have to ensure that they meet the following eligibility criteria:

  1. Applicant organisation is registered with Registration Certificate e.g. from The Registry of Societies Malaysia, Companies Commission of Malaysia and/or MAGIC Registration Certificate for Social Enterprises (if applicable).
  2. Applicant must be located and operate in Malaysia and must have experience and proven capability in conducting similar project.
  3. Clearance of the Know Your Counterparty (KYC) form.
  4. Able to comply to the Terms & Conditions (T&Cs) as attached.
  5. Have the capacity to conduct scope of works as detailed out in this Request for Proposal CBDRM.

Project Application Process Flow

Stage 1:
Proposal Submission

Applicant who fits the criteria to submit the project proposal and relevant documents.

Briefing session will be conducted upon request.

Stage 2:
Proposal Evaluation

Evaluation will be conducted based on criteria by Selection Committee.

Applicant may be contacted for clarification.

Stage 3:
Award

Successful applicant will receive Letter of Appointment issued by YP for the approved scope of works.

YP will issue an agreement based on Terms & Conditions.

Stage 4:
Implementation

Performance of each Implementation Partner(s) will be monitored.

Payment to be made based on the milestone and acceptance of deliverables.

Stage 5:
Closing

Implementation Partner(s) to provide closure report.

How to Apply?

Stage 1: Proposal Submission

  1. Applicants need to fill in the application form document and Know Your Counterparty (KYC) form for Stage 1 assessment. Kindly download the forms and provide the related supporting documents.
  2. Applicants also need to read and agree to Yayasan PETRONAS’ terms and conditions (T&Cs) for Request for Proposal (RFP).
  3. Kindly submit the complete proposal and documents with email title of [RFP OMT – Your Company Name] attention to ypprocurement@petronas.com.my
  4. Our team will contact the eligible applicants for the Stage 2 assessment.

Stage 2: Proposal Evaluation

  1. Successful applicants in Stage 1 will be contacted via email. Upon receiving an eligibility confirmation from our team, you will receive the Request for Proposal.
  2. The completed proposal in accordance with the Template should be submitted to the YP team before the deadline as stipulated in the email.
  3. The YP team will evaluate the proposal in Stage 2 and if necessary, the YP team will schedule a call with the applicants.
  4. You may include other information/company profiles that may assist Yayasan PETRONAS in gaining a better understanding of your proposal.

Stage 3: Award

  1. Successful applicants in Stage 2 will be notified via email to proceed for contract negotiation.

Stage 4: Implementation & Closing

  1. Appointed implementation partner will implement the scope as per contract agreed by both parties and in close coordination with YP.
  2. For every milestone, YP will monitor and evaluate the performance of the partners and quality of deliverables.
  3. Implementation Partner(s) to submit a closure report to YP.
