Project Overview
Yayasan PETRONAS (YP) is launching the Special Education Needs Supportive Ecosystem (SENSE) Pilot Programme in collaboration with the Ministry of Education (MOE) to support students with learning disabilities (LD) through a targeted teacher support programme as well as early detection and awareness activities.
YP would like to appoint experienced and credible Implementation Partner(s) to design and implement a programme that would achieve the following objectives:
- To improve teaching skills among PPKI-Primary teachers in Selangor, Johor and Sabah, through enhanced overall capability and confidence of teachers in managing students with Learning Disabilities (LD)
- To provide awareness to parents and encourage their active participation in their children’s learning.
- To provide teachers access to the latest teaching and learning resources suitable for SEN-LD teachers and students
- To increase early detection and awareness on SEN (only in Sabah).
The SENSE Pilot Programme will be conducted in Selangor, Sabah and Johor. Applicants may submit a proposal to implement the programme in one or more states. More than one potential partner may be shortlisted for appointment based on partners’ capability to carry out the required scope.
Who is Eligible to Apply
Applying organisations would have to ensure that they meet the following eligibility criteria:
- A registered non-profit organisation or social enterprise with relevant registration authorities such as the Registry of Societies Malaysia, Companies Commission of Malaysia, Bahagian Hal Ehwal Undang-Undang (BHEUU), relevant Akta Pendaftaran and/or receive social enterprise accreditation from the Ministry of Entrepreneur and Cooperatives Development (KUSKOP) (if applicable)
- Applicant must be located and operate in Malaysia and must have experience and proven capability in conducting similar project.
- Applicant is able to complete all the forms and documents requested.
- Applicant has the capacity to conduct at least one scope of work (further detailed in Slides 3-7 in the proposal presentation template provided below). Applicants can indicate whether they are able to conduct all or part of the scope of work.
- Applicant is able to comply to the Terms & Conditions (T&Cs) as attached.

How to Apply
Stage 1: Proposal Submission
Kindly fill in this Application Form and submit the form together with the documents listed below to ypprocurement@petronas.com.my with email title of [RFP SENSE – Your Company Name]
- Proposal Paper Template
- Proposal Presentation Template
- Know-Your-Counterparty (KYC) form
- Supporting documents:
- Registration Certificate e.g., from The Registry of Societies Malaysia or Companies Commission of Malaysia. Social Enterprises should also provide the Social Enterprise Accreditation (SE. A) recognition from the Ministry of Entrepreneur Development and Cooperatives
- Organisation profile (including Board / Management committees)
- Audited financial statements or submitted financial cash flow to ROS, where relevant (up to minimum past two years)
- Bank statement with name similar to Registration Certificate (please provide confirmation letter from the bank if the names are not similar)
- Inland Revenue Board certificate showing tax-exempt status (for tax-exempt organisations)
- Other information/ company profile that may assist Yayasan PETRONAS in gaining a better understanding of your proposal (e.g. annual report)
Applicants are required to read and agree to Yayasan PETRONAS’ Terms and Conditions (T&C) which will form part of the contract.
Successful applicants in Stage 1 will be contacted via email.
Stage 2: Proposal Evaluation
Yayasan PETRONAS will schedule a session where shortlisted applicants will present the finalized proposal to the Evaluation Committee members.
Successful applicants will be notified via email to proceed to contract negotiation and finalization stage.
Stage 3: Award
Yayasan PETRONAS will issue an agreement based on approved scope of works and Terms and Conditions (T&C).
The appointed implementation partner will implement the scope as per contract agreed by both parties and in close coordination with YP. For every milestone, YP will monitor and evaluate the performance of the partner and quality of deliverables.
